I just thought I hadn't unlocked anything yet, but I did notice the free dlc packs were not downloaded, so I downloaded some, specifically the black emporium. The black emporium worked after I downloaded it seperately from the unprompted fuax download from the gift. The digital deluxe content, like weapons and armour, were also working. ^^^Interesting response right there. If that's true, then that could be the reason why the game won't let you access the war table. It would be preventing you from accessing the Emporium which you shouldn't have access to.
